Dear Fellow Texan:The Internet has changed business, and must transform government. The Internet is revolutionizing human interaction, and collapsing time and distance at a pace we have never before seen.
Yet government is stuck in the age of Atari and Commodore, while the rest of the world is on fast forward to Web-based management and e-commerce with companies like Dell, Cisco, Compaq, Sun Microsystems, Motorola, Intel and TI leading the way.
That is why I have formed e-Texas, a citizen commission charged with developing recommendations to help Texas state government to meet the challenges of the Internet age.
Government will be seen as bigger, slower and dumber than ever before if it does not become smaller, faster and brighter right now. And using technology to cut costs and improve service is one of my ten principles for Texas in the new century.
E-Texas is a true public/private partnership using new strategic tools such as activity-based costing, outsourcing, managed competition and benchmarking for best practices in order to create smaller, smarter government for the 21st Century.
