Tax Increment Financing Worksheet (PDF, 9 MB)Since 1991, the Comptroller of Public Accounts’ Property Tax Division (PTD) has worked to improve the property value study through improved transfer of electronic information. In a forward-looking move, the Comptroller in 1991 proposed a joint project with appraisal districts aimed at obtaining appraisal roll data to improve the study, while simplifying the system for reporting local value to the division. Several pioneering appraisal districts joined the project in its first year. Since that time, 208 of 252 appraisal districts have participated.
There have been minor changes to the 2003 Electronic Data Submission record layout. Please pay close attention to the Summary of Changes to make sure all your programs incorporate these updates (page 12). We hope that simplification of the record layout will produce fewer errors and more accurate values to be certified to the Texas Education Agency.
Simplified Reporting
The Electronic Data Submission (EDS) requires appraisal districts to provide appraisal roll information in a standard electronic format. The information is the minimum of appraisal roll data the division needs to develop local school district values and determine the amount of property tax exemptions granted by a school district. The Comptroller will continue to work with appraisal districts that have not yet successfully submitted electronic appraisal roll information.
Before the EDS Process started, appraisal districts and school districts went through a yearly process of creating “self reports” of their property value on hard copy forms provided by the former State Property Tax Board. Now, appraisal districts that send the PTD the required data in the standard format do not complete hard copy self report forms. The Reporting Section will verify the self-reports generated by the EDS against the certified recap provided by the appraisal district. If there are any discrepancies, the reviewer will adjust the values according to the recap. To get a copy of the self-reports generated from the EDS contact the Reporting Section at 1/800-252-9121.
Improved Property Value
Electronically generated reports of local value can be more accurate than hard-copy reports, which are more vulnerable to human error. In addition, the PTD can generate stratification reports from the electronic data. If the PTD does not receive an electronic appraisal roll from a district, the district must complete hard-copy stratification reports. Actually random samples are not always drawn from EDS only if they report sales. The majority of appraisal districts, ratio study experts, and the International Association of Assessing Officers (IAAO) supported using random samples.
Improved Statewide Information
Improving the database available to the PTD will improve the information available to the state’s leaders. The PTD regularly responds to information requests from state and local elected officials. In addition, taxing units and appraisal districts often request information. Improving the database by adding appraisal record information will greatly improve the information available for decision-making and other efforts.
Who Benefits?
Appraisal districts benefit from participating in the Electronic Data Submission process because they do not have to complete several required reports. School districts and other taxing units benefit when their appraisal districts participate because they do not have to complete hard copy reports each year. Given a usable electronic appraisal roll, the PTD generates all of the following reports:
- Appraisal district report of property value
- School district report of property value
- County report of property value
- City report of property value
- Stratification Report
