This change for agencies using TINS will help ensure Compliance With U.S. Department of the Treasury Office of Foreign Assets Control Requirements (FPP E.016), which has been updated.

Note: Agencies and institutions that issue payments with local funds need to adopt procedures to demonstrate due diligence with these requirements.

ACR 31166 created two new mail code indicators for UNMASK TIN and HOLD BYPASS in TINS effective May 11. These important changes affect payments to the Internal Revenue Service and federal bankruptcy courts for vendors. The revised Payee Change Request form (74-157)  includes new procedures for the HOLD BYPASS field for vendors along with other changes.

TINS now calculates the check digit for a 10-digit Texas Identification Number on all inquiry screens. The system will calculate the self-check digit from both Line 1 inquiry and the INQMEN menu screen.

TINS also will display leading zeros for the charter number on the Payee Master Information (PYMAST) screen. Although 10 digits are required for the payee master setup for specific ownership types, leading zeros were previously dropped on the PYMAST screen.

The TINS Guide (FPP P.003) has been updated to reflect these changes.

Security coordinators are required to certify that their records are up to date through a semiannual security verification process. The security verification is concurrent for all state government accounting systems. The confirmation form must be returned by April 30 for agency or institution security requests to continue to be accepted.
